Experience

  • Carlos joined Arias in 2008, leading the practices of: International Trade & FDI, Government Affairs, Telecommunications and Real Estate Law.
  • Carlos serves multinational companies in the establishment of their business, including companies that wish to enter the free zone regime. He has advised investors in industries such as retail companies, Medical Equipment manufacturing, Telecommunications, Infrastructure, Real Estate Development and Pharmaceuticals. He has extensive experience in customs matters and has advised local and foreign companies on export and import issues. He has participated in the resolution of complex customs issues with good results for our clients. Likewise, he has advised clients in relation to distribution contracts, representation of foreign houses, commercial agreements and consumer issues.
  • Carlos has worked with companies with a global presence in the approval of legislation necessary for the development of new business opportunities or promoting the modification of legislation or bills that affect a certain industry. Carlos has extensive experience in the protection of foreign investment in Costa Rica under national legislation and under international bilateral investment treaties, creating and executing action plans to defend investment and negotiating with the government to seek solutions. Carlos has extensive experience and knowledge in PPP projects.
  • He has also worked in the administration and planning of real estate development projects and property acquisition processes. Together with his team, he works in obtaining permits for developments in urban and coastal areas and in negotiations for leases in industrial parks.
  • He was a career diplomat and was appointed Consul at the Consulate General of Costa Rica in New York (2005-2007) representing the country in that jurisdiction both promoting the country and providing consular services. His experience also includes having been a legal assistant and Associate Lawyer (2000-2005), advising on issues of Corporate Law and Real Estate Development to multinational and local companies.
