Partner responsible for the Administrative, Environment, Transport and Infrastructure Departments, José Luís Moreira da Silva has participated in several advisory processes to public and private institutions, Portuguese and international, and is also responsible for the Mozambique Desk at SRS.

With more than 30 years of experience, he has a vast experience, advising some of the main Portuguese port authorities and entities in the road sector, as well as the Portuguese Public-Private Partnerships health program, on the construction and development of several hospitals.

He is coordinator of the Port Law Systematization Program in all APLOP member countries (Angola, Brazil, Cape Verde, Guinea-Bissau, Equatorial Guinea, Macau, Morocco, Mozambique, Portugal, São Tomé and Príncipe and East Timor). He is Chairman of the Board of Directors of ASAP – Associação das Sociedades de Advogados de Portugal and is on the list of arbitrators of the Commercial and Industrial Arbitration Center of Lisbon, having extensive experience in arbitrations, namely as an arbitrator in international arbitrations (ICC). He also chairs the Portuguese section of the Union Internationale des Avocats .
