José joined Pérez-Llorca in 2014. Before joining the firm, he worked in the Disciplinary Environmental sector of the Regional Department of Environment and Land Planning of the Community of Madrid, where he collaborated on processing disciplinary and administrative documentation related to environmental matters (waste, contaminated soil, forests, hunting and fishing, etc.), as well as in a German financial institution specialising in real estate financing and public investment.

Experience

José is part of Pérez-Llorca’s public law practice area and provides advice in the land planning, environment, infrastructure and construction department.

José provides legal advice to Spanish and international companies, investment funds, public administrations and land planning entities, with a focus on:

Environmental advice regarding waste, discharges, protected areas and species, contaminated soil and emissions.
Environmental and land planning for developments, ongoing building projects and finished properties for residential, industrial, commercial and hospitality sector use, logistics facilities, regeneration projects and public works;
Litigation in both administrative and contentious-administrative proceedings, especially for state liability claims with public authorities; Carrying out land planning and environmental due diligence and the drafting of legal reports on the findings.
Advice and follow-up in the processing and management of administrative, planning and environmental authorisations, permits, and licences for the implementation of urban developments and projects; Advising, drafting, and following up on all types of planning and environmental instruments such as Natural Resources Ordinance Plans, General Plans, Partial Plans, Planning agreements and Re-plotting Projects.
Advising and representing Compensation Committees and Urban Conservation Organisations.
Analysis of regulation in the sector, especially regarding land developments and real estate projects (e.g. aeronautical easements, coasts, protection of assets, etc.).
