The Electronic System of Secured Transactions (SEGM in Spanish) came into operation, as established by Law No. 45-20 on Movable Collateral and its corresponding rule of application published under Executive Order No. 18-23. SEGM is a collateral registry designed for the publicity of transactions involving movable collateral throughout the Dominican Republic. It is important to note that Law No. 45-20 establishes the obligatory nature of the publicity of movable collateral through the SEGM and removes the judicial registration process which was previously governed by the corresponding Peace Courts. These attributions have been passed on to the Ministry of Industry, Commerce and SMEs of the Dominican Republic. Read more
