The 8th volume of Energy inSight presents a detailed overview of the latest news, initiatives, and regulations in Brazil’s energy sector. This edition focuses on the proposals that have marked the sector and fostered various discussions among the sector’s agents and competent bodies in the last quarter of 2023. Given the relevance and impact of the topics below, these proposals are expected to guide the future of the sector throughout this year of 2024.

The main highlights include legislative advancements in the realm of renewable energy. These advancements were driven by the “Green Agenda”, an effort by the Brazilian National Congress to approve legislative proposals in anticipation of COP 28, which commenced in November 2023. This task force played a crucial role in the assessment of various pertinent projects, including
the Legal Frameworks for Low Carbon Hydrogen (PL 2,308/2023), Carbon Capture and Storage (PL 1,425/2022), Offshore Wind (11,247/2018), and Compliance Carbon Market (PL 2,148/2015).

Additionally, the biofuels sector has gained prominence with the progress of Bill No. 4,516/2023, known as the “Future Fuels Bill”, part of a strategy to expand biofuels production in Brazil.
