App Store Registration Numbers Released

On April 8th, the Cyberspace Administration of China (CAC) released the second batch of application distribution platform registration numbers. Included in the list are major app stores such as 豌豆荚 (Wandoujia), 应用汇 (Yingyonghui), and 支付宝平台 (Alipay Platform). The CAC emphasized that registration is only a confirmation of the distribution service provided by the application distribution platform and does not represent endorsement of the platform’s service capabilities or the applications hosted on it.

Evaluation of E-Government Standards Begins

On April 9th, the China Academy of Information and Communications Technology (CAICT) launched the pilot evaluation of a series of national standards for “Cloud-based Electronic Government Public Platforms”. The aim is to improve the standardization level of egovernment cloud platform construction through on-site verification and evaluation, and to promote the development of e-government towards a more secure, efficient, and intelligent direction. This series of standards provides guidance for China’s e-government construction and helps to modernize the digital system of government affairs. The pilot evaluation covers aspects such as service quality evaluation, application deployment and data migration, data management, and application services. The evaluation work will continue until July 2024.

 Foreign Ownership Restrictions Eased for Certain Telecom Services

On April 10th, the Ministry of Industry and Information Technology (MIIT) issued the “Notice on the Pilot Work of Expanding the Opening-up of Value-added Telecommunications Services”. The notice outlines the deployment of pilot work for expanding the opening-up of value-added telecommunications services. The second part of the notice mentions that in areas approved for pilot work, foreign ownership restrictions will be lifted for Internet Data Centers (IDCs), Content Delivery Networks (CDNs), Internet Access Services (ISPs), online data processing and transaction processing, and information release platforms and delivery services in the information service sector (excluding Internet news information, network publishing, network audio-visual, and Internet cultural operations), information protection and processing services.
