How can European regulations on deforestation affect Uruguayan exporters?

The first reading of the regulation was approved in the European Union (EU) that aims to prevent the commercialization of materials associated with deforestation and forest degradation and whose application will have, in fact, extraterritorial effects impacting on countries producing certain raw materials and products.

The regulation foresees that certain raw materials such as: cattle, cocoa, coffee, oil palm, rubber, soy or wood, and other derived products (containing, having been fed or processed using these raw materials) may not be marketed on the EU market, nor may they be exported by the EU if they are associated with deforestation or forest degradation.

In this sense, the aforementioned products can only be introduced into the European market, marketed or exported if they meet the 3 characteristics mentioned below:

I. If they are free of deforestation, understood as such:

(a) products containing, feeding or processing materials produced on land that has not been subject to deforestation after 31 December 2020, and (b) in the case of products containing or processed from wood, the wood has been harvested from the forest without causing its degradation after 31 December 2020;
