François Tulkens has focused for more than 30 years on the administrative aspects of doing business in Belgium, particularly with regard to Belgium’s complex federal structure.

François’ primary areas of expertise include administrative law (public economic law, environmental law ) and constitutional (devolution of powers). François is also Professor of Administrative Law at the Université Saint-Louis, Bruxelles.

He has edited several books and regularly publishes numerous articles in Belgium’s leading (French-language) law journals. In addition, he is an active member of the editorial boards of several Belgian law journals and is currently the editor-in-chief of the Journal des Tribunaux.

Education

François obtained a bachelor’s degree in philosophy in 1983, and received his law degree from the University of Louvain (Université Catholique de Louvain) (UCL) in 1986, in which year he was also called to the Brussels Bar.
