Organised an Employment Forum on the future of employment in the public sector

On 3 October 2023, Van Olmen & Wynant organised an Employment Forum on the future of the employment in the public sector. We had the pleasure to invite Olivia Rolin (legal counsel) and Veerle Philips (HR Business Partner) of Proximus as guest speakers. They added practical insights to the presentation of Vincent Vuylsteke, the head of civil servants law team and Sofya Buelens, associate in the same team. We welcomed over 70 guests in De Warande in Brussels.

We started the presentation with and overview of the main differences between the statutory and contractual employment regimes, including insights in the evolution towards an increase of contractual employment in the Belgian public sector. Next, we had a look at the recent Dismissal Decree for the Flemish local and provincial administrations, which basically transformed all statutory employment in these administrations into contractual employment. Third, we spoke about the modernisation of the statutes and in which way contractual and statutory systems can be aligned, with a particular focus on disciplinary sanctions (as an example). Further, we touched upon the current status of the rules regarding the motivation of dismissal decisions and the application of the principles of decent administration. For each topic, Olivia and Veerle explained how they bring theory into practice at Proximus and at the end, Veerle also shared the step-by-step plan for the dismissal procedure in their company.
