To err is Human; But Who Is Responsible for Administration Service Failures?

The situation will not surprise our readers: because to err is human and because in everyday life things rarely flow smoothly.  For our purposes, the question is clear and concrete: who should answer for the failures of the Administration?

Let’s get down to business.   In order to discourage the use of companies located in jurisdictions with low or no taxation (in Creole: “offshore companies”), the Fiscal Transparency Law (2016) exempted from the ITP the sales of real estate made by foreign companies based in those jurisdictions.  To this end, it demanded that the respective real estate transfers take place no later than 31 July 2017. Thus, in order to qualify for the benefit, it was necessary to submit the corresponding form to the DGI within the same period.
